I cannot enter in phpmyadmin login if I am not administrator of my device. Please test it:

Download phpmyadmin and put int etc/apps/folder phpmyadmin/content

Try to access with a none admin user.

@H4sh3r: I don't see any issue. You can move Laragon to D:\laragon and check again
