usually this just means sourceforge's cvs servers have a problem. This
can very well last 1-2 days until it is resolved.

In your particular case you should use the "developer cvs" access (which
you have because you're a developer member of lapackpp), because those
servers are usually maintained separately from the anonymous cvs access.
