#169 LT lacks check of non-letter symbol after quotation mark

LanguageTool lacks some check, that there is a space or a dot or some other punctuation mark after a quotation mark. I.e. it would be nice to have a check, that this is wrong:
“Good morning, Frank,”said Hal.

I think that it's rather easy to implement such check, if LT checks for repeated whites paces and space before a coma, why not check for other white space related errors/typos?

    P.S. I think, it's quite easy to implement such check at least for different types of typographic quotation marks (“”«»).

    P.P.S. Seems that it would be better to send such “bugreports” to feature requests tracker, sorry for the inconvenience.

    Now implemented as NO_SPACE_CLOSING_QUOTE (i.e. a pattern rule, not a Java rule)
