Export more native LAME APIs in lame_enc.dll via the .def file. This is needed for lame_enc.dll to be usable on Windows x64 systems (since the Blade API is horribly broken on x64).
I don't think it makes much sense to expand the legacy Blade replacement DLL.
Why don't you use the libmp3lame.dll instead?
It offers all possibilities LAME has.
