[Lame-dev] CMake support

Hi everyone and nice to meet you.

I see LAME doesn't have CMake support and I could help with this and write
a suite of CMake files.

Would you welcome this and find it needful? If yes what is the proper way
to contribute? I mean sending you a patch then passing through a review and
so on.
