What do you mean by "create waveforms"?
You can decode to PCM, signed, 16 bit/sample, small endian, with

lame --decode -t file.mp3

and load the output from Matlab/Octave with something like this:

  fid = fopen(filename, "r");
  [f, s] = fread(fid, "int16");
  fclose(fid);
  left_ch = f(1:2:end);
  right_ch = f(2:2:end);
