#145 Two digit years should either be interpreted or rejected

Entering a date when editing a patient template record, I typed in 01/02/03 and it was saved as 02.Jan.0003. This is a typical format I'd expect a data entry person to use.

Less than four digit dates should either be rejected or do some Y2K interpretation on. Three and one digit dates are right out.
