#34 Numbered Lists allow junk sequence characters

User can enter any character as the sequence number.
We can say GIGO but there should really be guidance.
Using 'A' , 'B', 'C' doesn't work
Do we support 1.2.1.xxx style? (No but we should support whatever HTML allows).
Possibly longer term switch to TinyMCE

    Nested lists.

    But we will only support such features as HTML allows.

    Appended from Cerys & Colin's Sugggested Changes doc:

    4 Entering lines inside the list tags does not display bullets on the preview. Can we provide help by giving users a bulleted list template? So as well as list and /list in tags, can we give them an asterisk in tags too?

    5 The list item option is redundant if the lists could put out a template that already contains it. It is not intuitive to click one of the lists and then to click another button to add the list items.
