I would really like to be able to combine several values
from the "Apply To" dropdown box. IMHO, instead of a
dropdown box, a set of checkboxes should be used to
present the values.

This makes a lot of sense when the "Any" value is just
to broad to be applied.

Example: If I would like to to decorate packages and
folders containing JUnit test classes, I would have to
create two decorations, one for packages and one for
folders.

If the "Apply To" values could be selected using
checkboxes, I would create one decoration and select
both "packages" and "folders" from the list of
checkboxes.

I have implemented this feature and it works quite well along with the new "Task Tag" feature (http://sourceforge.net/tracker/index.php?func=detail&aid=1666459&group_id=70715&atid=528776).

The user interface is a bit bloated now, though...
