Just a little thing. The default character encoding for some files of the kwotes-1.3/templates/default/header folder is ANSI (I checked header and add-kwote-thanks), but most of the other files in the same folder are in UTF-8. I guess it should be changed so they all use UTF-8.

Well the problem goes beyond that. If I try to convert kwotes.pl from his original encoding to UTF-8 (so I can edit the output strings with special characters) the web won't run at all. It would be really nice if you manage to all the project a little more translator-friendly.
