#4 Specify refresh time

Most METAR stations are refreshed at a specific time
and frequency. I would like to be able to say, for
example "Refresh hourly at 6 minutes after the hour".

Come to think of it, the applet can probably figure out
the normal update time on its own more efficiently than
I can.
