#12 APIs to get Weather data?

I am not an experienced programmer, by any means, so please forgive any ignorance in this request...

I would find it incredibly cool to have a KDE theme which automatically adjusts to KWeather's events. If there is rain in my location, change the wallpaper to Picture X (of, maybe, rainclouds), and allow KDE to change its colour scheme...

This may already be possible somehow, or may be impossible, I have no idea. I am not asking you to create the theme, but to make KWeather have programming hooks/APIs so that someone else (maybe me in the future?) could possibly do this for KDE4.
