#16 #DOCUMENT not loaded when referenced in .cfg.yaml

If a template1 references template2 in template1.cfg.yaml file, the template2's #DOCUMENT section is not loaded, thus causing the template2 to fail.

The workaround for this is to add @import "template2.plogic" to template1.plogic. However, if template2 is a heavily used embedded template, this negates the functionality of the .cfg.yaml files.
