That's up to the distro maintainers, or concerned users (who may either 
volunteer work or apply pressure).

Follow http://kvm.qumranet.com/kvmwiki/Windows_ACPI_Workaround, 
substituting your desired HAL for "Standard PC".

No, this feature is present only on some of the Core 2s, IIRC.
