#558 Clipboard not working with Windows 11

qemu-kvm-5.2.0-8.fc34.x86_64

Windows 11 Version Dev (OS Build 22000.1) (Installed from ISO on a blank VM)
virtio-win-0.1.196.1.iso/virtio-win-gt-x64.msi
spice-guest-tools-0.100.exe

I can not get the clipboard to work back and forth from the host to the VM. (Clipboard works fine inside the VM.)
