#33 WE: State transmittal has bad FROM addr

The state transmittal still "forges" the user-
transmitting in the From: field. It should use the
same technique used elsewhere: Allow
webemsof@frompaper2web.com to be the From: address,
and include references to the user-transmitting in the
body of the message.
