#70 New functions to manipulate designs of experiments.

I propose three new functions to manipulate designs of experiments (see attached folder).

• stk_integer_lhs: create an integer LHS from a standard LHS;
• stk_expand_lhs: expand a current LHS in a bigger one (main operation in stk_sampling_nestedlhs; files are independent);
• stk_add_level: add levels to a current design.

However, I do not know where in STK I should store such functions.
