I stumbled upon a source where "IDENTIFICATION DIVISION." was missing. The program starts with "PROGRAM-ID." and the program can be compiled with several compilers.
Looking at FCD 20xx page 197 it seems optional.

Fixed with latest patches, can be closed when covered in test suite.
