No

A new feature that was provided in Windows is the "Jumplist". ( http://windows.microsoft.com/en-US/windows7/products/features/jump-lists )

In it, it contains recently opened files that you have opened in a particular program. What I would like is that a new section be added that is similar to IE or Windows media player has. And that is an addition of a "Tasks" section. In that section, there would be two new options. "New" & "Open". (what they would do doesn't need to be explained. ;) )

Also, I would like to be able to open other files that are shown in my Jumplist for the program in a new tab directly in the currently opened instance of the program instead of opening a completely new instance of the program. IE is able to do this in W7, so, I know it can be done somehow.

You might need to talk with some of the Mozilla guys to be able to do this since you say you only have XP SP2. But I'm just throwing this out there and would be glad to help beta test the features if you can get them to work.

I've attached a preview of what I think it should look like (ignore the icons that are used for the "Open" and "New". I just copied it from the WMP jumplist.) if it can be done.

Interesting. How does this “Jump List” stuff work with Firefox?

If it doesn't work with Firefox, I'm not likely to work on this any time soon. If it works on Firefox, a screenshot would help — and I’d also like to know what's the first version of Firefox that supports this feature.

Then it should be ready for the 0.9 branch.
Kompozer 0.9 is still in pre-alpha stage at the moment but it's built on the same Gecko core as Firefox 3.7, so it should support this "Jump List" thing out-of-the-box.

If you're interested in testing this feature on Windows 7, please drop me a message and I'll send you a Windows build within a week or two.

Sure, I'd be game to help beta test this feature. I just sent you a message via the "Send me a message" here at the site with my e-mail address that you can send the file to when you have it ready to be tested.
