#744 server side includes are damaged

Komposer makes hash out of server side includes. Something like
""
becomes
"%3C%21--#include%20virtual=/cgi-bin/applettag.cgi?tagname=jwsrawlink%20--%3E"
this happens as the file is read in, so the damage occurs even if no relevant editing occurs.
