#742 Paste without formating randomly active

Try to open existing file and the Paste without Fromating usually will not be active. Must try opening the file several times for it to be active. Also happens with new file. Had same issue with 7.1 and hoped 8 would have corrected it.

We do not use css. On Windows 7 Professional
