I checked with SF , we can setup a mysql DB very easily, and they also provide 100MB initial space which is more than enough to get everything up and running.

Well, my idea is to setup Joomla/Mambo so that we have a working dynamic site that "anyone" could post things. Afterwards setup a forum that supports joomla and that's about it to get started.
I don't think you have to do anything else, all that is needed is to create a mysql db using SF and afterwards upload joomla and the forum. (Hope it works with SF settings) when we are done uploading most of the stuff can be set up using joomla's administrative interface.
