#8 php.ini time execution limit

On slow machines the time needed for the second stage
of instalation (filling the databases with tables) is
exceeding the limit set by default in php.ini and
therefore a blank page will appear.

One note should be added to the install that if a blank
page will appear, this option should be modified in
php.ini.
