#3 configure sge doesn't submit immediately

Configure should submit immediately. It currently does a leaff and a mersInMerStreamFile, and a meryl -configbatch, which then builds a merStream file (or whatever it's called now).

Also, check that configbatch and mersInMerStreamFile agree on what the seqStore name is.
