=2E/configure --help
says:
  --with-qt-dir=3DDIR       where the root of Qt is installed
  --with-qt-includes=3DDIR  where the Qt includes are.
  --with-qt-libraries=3DDIR where the Qt library is installed.

so probably you should run
=2E/configure --with-qt-dir=3D/usr/qt/3
