#4 Standards inclusion and linking

Tables that allow the uploading of state standards. A
drop down menu of standards on the artifact page that
allow linking of artifacts to standards. Since standards
vary by grade level, the drop down needs to be
populated with standards that correspond to subject
area and grade level. It would be nice to view the list of
artifacts presented by standard.
