Documentation for Kile is a great idea but please do pay attention to the fact that it should be easily translated. The tutorial on i18n.kde.org should give you some ideas. Concerning the contents of the user manual, I think it should definitely have a section devoted to LaTeX, how it works, what compilation is, class, etc. Maybe such documentation already exists that could help you.
