[1] The latest *not* automatic update seems to have been done 12 months and 4 weeks ago [2] as Jeroen commited a work by Ingolf Jandt. My opinion is that Kile is no longer currently actively translated into German. You may send a mail to the previous translators [3] if you want to know why and you should send a mail to the German translation coordinators to inform them that you would like to work on Kile translation as nobody seem to maintain it. http://i18n.kde.org/teams/index.php?a=i&t=de should be a good start where you'll find more answers to your questions.
