I am new to LaTex and Linux. I have just downloaded the files cited below release 2.1 in the link below:
I am not quite sure what I need to do next to be able to use LatTex. Any guidance will be appreciated.

Do you know what distribution you have? For example, Ubuntu, Fedora,
Debian, SuSE, etc?
Those files are the same, just compressed different ways. They are the
source code for Kile, so one would use a compiler to turn the source
code into machine readable code. Unfortunately, none of that is going
to get you LaTeX (only Kile), but your distribution likely offers an
easy way to obtain both LaTeX and Kile.
