That's Kate actually. So you can disable it in Settings->Configure
Editor->Open/Save. However I strongly advise to keep this setting. The reason
is the following: When Kate saves a file, it makes a backup (the ~ one). Then
it truncates the current file to zero length, after that it starts writing.
Suppose something serious happens during the writing of the file (Kate
crashes, power failure, you name it), then you would have lost most of your
data! So the ~ backup files are really necessary, I'm afraid.
