Is it possible to install Kile 1.7 in windows XP?
Yes, sort of. You'll have to use the KDE Cygwin software. This will install all the software needed to run KDE apps. Kile 1.6.3 is included in the KDE Cygwin project, however I'm not sure if it is actively maintained.
You can also investigate vmWare and coLinux.
