I have just installed SuSE 9.2 which runs kile 1.6.3. Even when it was idiling the cpu usage was nearly 100%. I found that if I set startlyxserver=false in ~/.kde/share/config/kilerc then the cpu usage would drop to a normal level.
This is a known problem with some remote file systems (do you use AFS by any change?). Nothing I can do about it, if the filesystem is buggy the filesystem should be fixed. Pretty clever of you to turn of the lyxserver, took me a while to figure that one out.
Btw, 1.6.3 is old, you might want to upgrade.
