[Kidbasic-devel] Added html viewer for documentation.

Hey all,

Added a documentation viewer window to the help menu from the IDE.  Had to
make several changes to the help file and it's location to make it work
well.  You will see a new folder called doc/help.  This will contain the
files necessary for help in all of the locales.  The help window will figure
out what locale you are in and if it can will display the correct file
(default to en).

The help folder needs to be installed on LINUX boxes as
/usr/share/basic256/help and should be in the binary install folder on
Windows as .\help  The windows installer has been updated and I am uploading
it in a moment.
