#5 cannot configure under debian 3.1 (sarge)

I updated the QT to 3.2.3 by building from the sources.
Using the --with-qt-dir=/usr/local/qt, the
configuration gets past the qt test. But then it says
checking if UIC has KDE plugins available...
configure: error: not found - you need to install
kdelibs first.

kdelibs 3.1.4 is installed

What's wrong?
I'm trying to install kguitar-0.4.9
