Our corporate requirements have always been for a minimum of ‘8’ characters for the master password for our individual KeePass databases and we have enforced that using the enforced.xml file. ISO has recently changed that minimum to ‘14’ characters. I have modified the xml file and it works only on new databases. Is there a way to prompt/enforce the new 14 character requirement for existing databases?

You could turn on "Force changing the master key" by modifying the user config file, but you would need to monitor each user's confgi and reset the value when they have changed the key. You could also vote for this feature request. https://sourceforge.net/p/keepass/feature-requests/2031/
