Changing Master Key doesn't use UAC

I have "Enter master key on secure desktop" set. When I select File | Change Master Key... the dialog box seems to come up as a regular dialog, not UAC. Is this expected behavior?

This seems to be the behavior of all cases where KeePass requires a repeat input of the Master Key for an already open database. I don't know the reasoning behind this decision. My speculation is that either there is (a) a programmatic reason e.g. perhaps the secure desktop can not be invoked for an already open application; or (b) the developer has decided that there is not much point in invoking security measures that are likely to be ineffective for an open database on a compromised machine.

    Perhaps the developer will comment.
