Workspace does not automatically lock while the Generate Password is open (applies to most other dialogs as well).
I have the Security settings configured to automatically Lock Workspace after 900s of KeePass inactivity, 240s of global inactivity, or when locking the computer. None of these trigger when the Settings or Generate Password dialog is open so upon return the Workspace is still unlocked.
For a real use case, consider generating a transient password for an end user (one I will not save for myself), when I'm interrupted by other activity and end up with the KeePass UI in the background behind other windows. It may be some time before I return and finish the original task, during which time KeePass workspace is unintentionally unlocked.

This is expected behavior, not a bug. For an explanation see the Technical FAQ.

For this specific case, the password generator works while the workspace is locked, so if you adjust your procedure for generating temporary passwords you can avoid the problem. Alternatively if you use a dummy entry to receive the temporary password, you can close the dummy entry near instantaneously when you are interrupted while retaining the temporary password for later reference.

Ah, thank you. I read the FAQs some time ago but had forgotten this.
Workflow workarounds are quite easy; I was simply caught off-guard by it when the intent behind using those settings is clearly to enforce that the workspace locks whenever I'm not actively using it. As you point out, the Generate Password dialog is not tied to the active DB anyway so it's not intuitive (to me) that it forces the DB to remain open.
