#2 Publishing project not consistent

Problem with the publishing code. Sometimes it works,
other times not. The core problem is that adding new
projects doesn't seem to take hold, even though the
online api says that the process completed. Managed to
patch it by removing some of the api's sql, and changed
the table structure. More research may be needed to
resolve.

There is a problem with the IF EXISTS check made by the API.
Removed it temporarily. Works without it.

Publishing works part of the time. I have to perform a
complete wipe of the databases and start real QA testing.
Local writes are fine. Most remote writes are fine. Issues with
basic authentication and no authentication.
