#58 DIS V7 Emission PDU

The implementation of the Electromagnetic Emission PDU is not current per the DIS V7 standard.
The follow issues exist:

Beam Status Field
The "Beam Status" field , added in DIS V7 is not implemented in the current K-DIS codebase. This field replaces a previously reserved field following the High Density Track/Jam list field.

Fundamental Parameter Data vs Beam Data
In DIS V7, several fields within the Fundamental Parameter Data grouping were separated out into a new grouping called Beam Data. It is recommended a new "BeamData" class be created to relocate these new fields to.

Also the Jamming Mode Sequence field has changed to a grouping called "Jamming Technique".
