[Kdiff3-user] Restore Down button does not work

I tried kdiff3 on a PC Windows 2000 computer and the "restore down"
button does not work. It is either maximized of minimized. I tried
uninstall and run directly  from the .exe with the same result.

On some other PC Windows 2000 computers,  it works fine.
