Version I am using is from KDE 3.5.7 Release 72.6 OpenSuse 10.3.
Tray Icon has a context menu (right click).
This menu has the Connect/Disconnect hidden under the Configuration sub menu, and it is miss-labeled as "Input Devices".
The only purpose of this "input devices" menu is to connect or disconnect devices. It should be named accordingly.
It should be a first tier item on the context menu, not hidden and difficult to find.
History:
Some devices, such as blue tooth mice have an off switch on the bottom. If this is off when the computer is powered up, it will often cause the device to not be found when it is turned on after boot up. In this case, it is necessary to reboot, or to use the context menu, configuration, Devices, and select the device, and click connect.
The context menu should show an item called "Connections" which would launch the window currently named "Input Devices". That window needs to be renamed "Connect/Disconnect Devices".
