#28 Mark "private" - tiered access

It would be great if there's a tiered privacy flag so registered members can't read all private messages that have the special flag. It would be useful in cases like: when there are more advanced/internal categories for support personnel only while others are viewable by all registered members (i.e. customers). Currently in beta2, registered members can read private categories but if the KB is set to allow registered members only, then there's no differentiation between normal members (customers) or advanced members (support tech). If an additional flag or tier of members is added, there could be categories only opened to the mid-tier and above.
