This is caused by incomplete KDE, not by kbear.
Some versions of KDE (as KDE 3.0 from RH 7.3) had no
xml2pot. Simply find another version of kdesdk and extract
the file from there. I found it in KDE 2.3.x from RH7.2 and
is also in KDE 3.0.3 from RH 8.0.

With Gentoo Linux I had the same problem.
Fixed by installing kdesdk manually:
"emerge kdesdk".

Since KBear 2.0 is released I suggest you use that instead,
these dependencies are removed in this version
