They don't represent confidence scores.  To get confidence scores,
there are, I believe, options to lattice-mbr-decode that you can use
to get this information, in a "sausage-string-like" format.  Also,
lattice-to-ctm-conf will use the same internal code to produce
ctm-format output that has confidence scores.
