I'm realy impressed with Librispeech corpus. I'm wondering if after down sampling to 8kHz it can be used for speech recognition on telephone conversation datasets like Switchboard?

You could try that, but I don't think it would be very ideal because
there are other features of the telephone channel, e.g. some of the
low frequency information is lost and there might be an upper cutoff a
bit lower than 4kHz. You'd need telephone test data to figure out how
well it was working.
