Started working on the 3.1.32 release.

A better fix for the NaN submitCount field that should still prevent double submits from happening.

Creating official 3.1.24.1 release.

Some forms did not respond to button clicks anymore (caused by submitCount being NaN).
The symptom is prevented by this fix.
Not sure what the actual cause is.
The prevent double submit functionality itself should not be compromised with this fix.

Furthermore this fix compromises the preventDoubleSubmit check which could cause an actual double submit problem.
