Added encoding of query string parameters.

Query string parameters are now properly encoded.

Updated.

Removed some classes as they are part of Josef (under a slightly different name).

Removed ObjectIDDispenser, SequentialIDGenerator and SequentialIDGeneratorException since they are already present in Josef.

Merged SelectTag from trunk.

Now guards against a combo box having a value that is not present in the underlying collection.
When this happens and the combo box is readonly and mandatory, the optional option is added to the beginning of the list.
