Updated references to DebugSettings.jsp which was renamed to Settings.jsp.

formatDateTime method now actually uses the pattern.
Previously it converted the date using a simple toString().

Now has a getTimeZone() method and supports a timeZoneOffset cookie.
When the cookie present it will transform the offset in to a GMT offset and set the time zone on the formatter.

Changed since the name of the backing bean changed.

org.jxpfw.util.Formatter.

When using createDefaultDateTimeFormat, a time zone is now always set explicitly.

All formatDateTime methods now take the timeZone into account.
When no timeZone has been set using setTimeZone, the default (GMT+1 in the Netherlands) time zone will be used.
Simple dates do not use the set time zone!

Started work on the 3.0.17 release.
