Initial README file for maven users.

The object used to sync both lists was not serializable so the object was changed to an Integer object.

Excluded tests that require an application server.

Dropped cobertura from build file since it actually never has worked.

Updated reference to fixture which was moved around in jpxfw module.

Moved this package to src\main since other components depend upon this fixture.

Moved this package from src\test since other components depend upon this fixture.

Updated pom now creates all artefacts except for the code coverage.

Maven assembly files to create the taglib and a sig deliverable.

Main resources are now correctly copied even though there is no separate resources directory.
