Brough these classes in sync with Josef's version.

Dropped CLocale in favor of Josef's version of CLocale.

Now uses CLocale form Josef.

Synced EJBHomeFactory.

Removed CFileTest and CReflectionTest since CFile and CReflection are now used from josef.

Lots of checkstyle changes but most importantly, replaced CFile and CReflection with their josef counter parts.

Replaced old style package.html with new style package-info.java.

Corrected getting the primary key columns.

Added a technical note.

EJBHomeFactory now uses synchronized maps as required by java specs that state that synchronization is required when multiple threads may make structural changes to the map.
